His Lordship was born in small agriculurist family on 18.10.1955 at village Ugra Kheri, near Panipat, District Karnal (now District Panipat), Haryana. His Lordship did his schooling from the village school and S.D. Higher Seconday School, Panipat. His Lordship did his graduation from Arya College, Panipat. His Lordship did his L.L.B. from University of Rajasthan, Jaipur in the year 1982. His Lordship got enrolled with the Bar Council of Punjab and Haryana on 8th June, 1982 and started his practice in the Punjab and Haryana High Court, Chandigarh in July 1982. His Lordship practiced mainly in the Punjab and Haryana High Court. His Lordship held Fellowship of Bar Council of India during the year 1985-86. His Lordship was unanimously elected as Executive Member of the Punjab and Haryana High Court Bar Association during the year 1985-86. His Lordship mainly practiced in Civil, Constitutional, Labour and Service matters. His Lordship had been on the panel of Advocates in the Punjab and Haryana High Court for various Government/Statutory Authorities/Public Undertakings including Haryana Minerals Limited, Municipal Councils/Corporations, Pollution Control Board, Universities and Improvement Trusts. His Lordship was appointed as Aditional Advocate General, Haryana, in May, 2005 and continued till 12th September 2011. His Lordship, while working as Additional Advocate General, Haryana also remained the First Appellate Authority under the Right to Information Act, 2005. His Lordship was elevated to the Bench of Punjab and Haryana High Court on 30.09.2011.

Hon'ble Mr. Justice Surya Kant

Born on 10th February, 1962 at Village Petwar in District Hisar. He did his law from Maharishi Dayanand University, Rohtak in 1984 and started practice at District Courts, Hisar in July, 1984. In the year 1985, he shifted his practice to Punjab and Haryana High Court. Soon thereafter, Justice Surya Kant was regarded as an Eminent Service, Constitutional and Civil lawyer.

He was appointed Advocate General of Haryana on 7th July, 2000 and was designated a Senior Advocate by the High Court. He held the office of Advocate General till his elevation as an Hon’ble Judge of Punjab and Haryana High Court on January 9, 2004. He was also a Member of the National Legal Services Authority for two consecutive terms (2007-2011). He is also associated with various National/International NGOs and Law Associates.

Hon'ble Mr. Justice Naresh Kumar Sanghi

Born on 05.06.1955 in the illustrious family of Lawyers at Narnaul (Haryana). As a student he did not confine himself to the books only, rather, actively participated in sports and extracurricular activities. While doing graduation from Government College, Narnaul, he was elected as "General Secretary" of the Students Union. During the course of studying Law at University College of Law, Nagpur, he was elected as President of the Students Union. In the year 1980, he was enrolled as an Advocate with Bar Council of Punjab & Haryana at Chandigarh and started practicing at Narnaul under the able guidance of his father Shri Hanuman Parshad Sanghi. In the year 1987, unanimously elected President of Municipal Committee, Narnaul. The department of Income Tax facilitated him with "Samman Patra" for large contribution to the exchequer. He become Deputy Advocate General, Haryana in the year 1996 and thereafter Additional Advocate General, Punjab in the year 2007. Sworn in as an Additional Judge of Punjab & Haryana High Court on September 30, 2011.

Hon'ble Mr. Justice Hari Pal Verma

Born on April 6, 1959 in a middle class family of District Rewari. Passed his matriculation in the year 1975 from his village school. Did his Graduation from Government College for Men, Sector 11, Chandigarh in the year 1980 and LLB from Panjab University, Chandigarh in the year 1984. His Lordship also did Diploma in Advanced Labour Laws and Post Graduation in Gandhian Studies from Panjab University, Chandigarh. His Lordship was enrolled as an Advocate with Bar Council of Punjab and Haryana in the year 1986 and was appointed as Deputy Advocate General, Haryana from 1996 to 1999. His Lordship remained associated with Department of Laws, Panjab University, Chandigarh as a visiting part-time faculty for the academic sessions 1999-2000 to 2003-04. His Lordship also remained associated with Carmel Convent School, Sector 9, Chandigarh and was a Member of the Managing Committee from the year 2011 to 2013.

His Lordship mainly practiced in Civil, Revenue and Writ side in all branches of law and remained on the panel of IGNOU, Bharat Petroleum Corporation Limited, Food Corporation of India and PGIMER, Chandigarh. His Lordship was appointed as Additional Advocate General, Punjab in the year 2011 and continued, as such, till 24.9.2014. His Lordship was elevated as a Judge of Punjab & Haryana High Court on 25.9.2014.

Hon'ble Mr. Justice Jitendra Chauhan

Born on 6.6.1959 in Village Lath, District Sonepat. His father, Shri Shyam Chand, a Journalist from London School of Journalism, was Member of the Executive Committee of the World Federation of United Nations, Geneva and remained Member of Legislative Assembly from 1968 to 1972 and Cabinet Minister from 1972 to 1977.

After doing his Matriculation, his Lordship graduated with Hon's from D.A.V.,College, Sector 10, Chandigarh and did Post-Graduation in History from Punjab University, Chandigarh. His Lordship did LL.B. from Delhi University. His Lordship was enrolled as an Advocate in 1985. In the year 1996, he was appointed as Deputy Advocate General, Haryana. He served as a Part-time Lecturer with Law Faculty, Punjab University, Chandigarh in the year 1997 for few months. He remained panel Advocate for Kurukshetra University, Haryana Agriculture University, Hisar, Standing counsel for UP State Road Transport Corporation, Food Corporation of India, Central Administrative Tribunal at Chandigarh for Northern Railways, Legal Advisor, State Election Commission, Haryana in 2000-2001. In May, 2005, his Lordship was appointed as Senior DAG Haryana and thereafter, in May 2006, appointed as Additional Advocate General in the Office of Advocate General, Haryana and represented the State in civil as well as criminal cases. Married in 1988 and blessed with two daughters and a son. His hobbies are reading, listening to Gurbani and Ghazals and enjoys morning walk as well. Elevated as Judge of the Punjab and Haryana High Court on 10.7.2008.

Hon'ble Mr. Justice Amol Rattan Singh

Born on 19.08.1960 at Hoshiarpur. He did post-graduation- M.A. (English) in 1981 and L.L.B. from Panjab University, Chandigarh, in 1985. He was enrolled as an Advocate on 30.6.1985 and handled Service & Civil matters. He was appointed as Additional (Junior) Counsel for the State of Haryana at the Supreme Court of India in 1994- 1995, Assistant Advocate General, Haryana in June 1995 and Deputy Advocate General, Haryana in 2004.Thus remained Haryana State Law Officer for 10 years. In the above capacities handled all kinds of litigation for the State in Civil and Service matters, in the High Court and Central Administrative Tribunal, Accident Claims, Public Interest litigation, Land Acquisition, Service matters, Labour related matters, etc. Remained Counsel for the Koul Commission (investigating the Police firing incidents at Bahadurgarh, District Jhajjar), for a short period. Thereafter, he was appointed as Additional Advocate General, Punjab, on 7.9.2005 and continued as such till 20.12.2012. In this capacity, mainly handled sales tax (VAT) matters and Public Interest Litigation, alongwith other, varied, miscellaneous matters. Sworn in as an Additional Judge of the Punjab and Haryana High Court on 21.12.2012.

Hon'ble Mr. Justice Deepak Sibal

Born in Chandigarh on 03.09.1967. Did his schooling from St. John's High School, Chandigarh and then graduated in Commerce (Honours in Accountancy) from Government College, Sector 11, Chandigarh. Thereafter, in the year 1991, graduated in Law from Panjab University, Chandigarh. While in College, was awarded College Colours for two consecutive years for excellence in sports. As a student of law, was a Member of a two-member team, which represented the Panjab University in the All India Inter University Moot Court Competition, held in the year 1990 at Ujjain, Madhya Pradesh and secured second position in such competition. In the year 1996, was the only lawyer to be selected by the Rotary Club of Chandigarh in a group of four professionals as a Goodwill Ambassador to the United States of America. In the year 1991, was enrolled as an Advocate and practised law in divergent fields. While practising law, had the privilege of appearing in different courts including Hon'ble Supreme Court of India at Delhi, Hon'ble High Court of Punjab and Haryana at Chandigarh, Hon'ble Himachal Pradesh High Court at Simla, Hon'ble Delhi High Court at Delhi, Hon'ble Rajasthan High Court at Jaipur and Hon'ble Jammu and Kashmir High Court at Jammu. During the course of practice, had a brief stint in the office of Haryana Advocate General, as a Deputy Advocate General in the years 1995-96. For a short period, also served as Additional Standing Counsel for the Union Territory, Chandigarh. While in practice, was also a Retainer for the Panjab University, Chandigarh and was in the panel of several institutes like Post Graduate Institute for Medical Education and Research, Punjabi University, Patiala, Punjab National Bank, Punjab Small Industries and Export Corporation Limited, Haryana Urban Development Authority, Haryana State Electricity Board and Haryana Police Housing Corporation Limited. After having being designated as a Senior Advocate by the Punjab and Haryana High Court, was elevated as Additional Judge of the same Court on 25.09.2014.

Hon'ble Mr. Justice Rajiv Narain Raina

Born on 5th of July, 1958 at Jalandhar in a distinguished family of Kashmiri Pandits settled in the Punjab in the mid 19th century at Jalandhar. His great great grandfather Rai Bahadur Pt.Sheo Narain Raina 'Shameem' (1859-1936) was born in Jalandhar and was a Leader of the Lahore Bar, MLC, Urdu poet, pioneer Urdu novelist, author of treatises on law including 'Pleadings in Indian Courts', a social reformer, Special Commissioner on the Special Commission that tried the First Supplementary Lahore Conspiracy Case, 1915, President of the Punjab Historical Records Commission and was a Buddhist revivalist who co-founded the Mulagundhakuti Vihar at Sarnath with the Reverend Anagarika Dharmapala of Ceylon. He was instrumental in drafting the Sikh Gurdwaras Act, 1925 and remained Standing Counsel for Shiromani Gurdwara Parbandhak Committee at the Lahore High Court from 1925 till his demise. Pt. Sheo Narain's mother's brother Justice Ram Narain Dar was the first Indian to be elevated as Judge of the Lahore Chief Court at age 37 in 1886. His great grandfather Pt. Kanwar Narain, Bar-at-law, practised at the Lahore High Court, was Honorary Secretary, Lahore Bar Association in 1921 and 1922 and later remained Chief Judge of the Mandi Chief Court, Revenue Minister and Acting Chief Minister during the reign of Raja Sir Joginder Sen of erstwhile Mandi State now in Himachal Pradesh. His grandfather Sh Chand Narain Raina 'Chand' IAS was an eminent Urdu poet and civil servant of joint Punjab and remained Deputy Commissioner of Karnal, Shimla and Jalandhar districts. He was married to Bhuvaneshwari 'Nighat' a poet and the youngest child of Dr Sir Tej Bahadur Sapru. His father Sh. K.N.Raina was an Advocate and author who taught Roman Law at Law College, Jalandhar. His mother's father Diwan Bahadur Pt Dharam Narain Kak, Bar-at-Law was Prime Minister of erstwhile Udaipur State and grandfather Sir Sukhdeo Prasad Kak, was Prime Minister of erstwhile Jodhpur State and had represented the Rajputana at the Round Table Conference at London.

Justice Raina read at the St John's High School, Chandigarh where he excelled in Gymnastics and Theatre. He did his BA from Government College for Men, Chandigarh and obtained the Law degree from the Department of Laws, Panjab University, Chandigarh in 1982. He was initially enrolled as an Advocate with the UP Bar Council on 8.8.1982 and practised at the Allahabad High Court from 1982 to 1984 and returned to practise at the High Court at Chandigarh, his hometown on transfer to the Punjab & Haryana Bar Council. He remained part-time law lecturer at the Department of Laws, Panjab University, Chandigarh from 1987 to 1990 and taught Labour Laws. He also taught Industrial jurisprudence at the Department of Commerce & Business Management, PU, Chandigarh to a combined class of M.Com and MPM classes in 1988. He lectured during the period at the Haryana Institute of Public Administration on Labour Laws. Was Member Law Faculty, Panjab University during 1997-1999. He represented the Panjab University, his alma mater, in courts for many years. He was appointed as Second Reporter, Indian Law Reports (Punjab & Haryana) Series in 1987 by the Council of Law Reporting, thereafter First Reporter and then the Editor in April 2006 and remained as such till elevation, spending 24 years editing the ILR. He was appointed Assistant Advocate General, Punjab in February 1990 and remained as such till he resigned in October 1991 to resume private practice. Remained Deputy Advocate General, Haryana from May 1995 to May 1996. Was Additional Standing Counsel, UT Administration, Chandigarh from 2000 to 2007 and then from 2008 to 2010 and represented the Chandigarh Administration, Municipal Corporation, Chandigarh and the Chandigarh Housing Board in many important matters of the day. He was a panel counsel for the High Court from 2005 till elevation. He also remained a Partner of a Delhi based law firm at Chandigarh from March 2006 to January 2010. He gained experience in varied branches of law and practised mainly before the High Court on its Constitutional, writ, service law and civil side, and before the Central Administrative Tribunal, Chandigarh Bench, and District Courts, Chandigarh representing private and institutional clients. He was elevated as Additional Judge on 30th September 2011 and thereafter as Permanent Judge on 24.01.2014.

Hon'ble Mr. Justice Ritu Bahri

Her Lordship was born on October 11, 1962 at Jalandhar. She belongs to a family of illustrious Lawyers. Her great grand-father Late Shri Karam Chand Bahri was a well known Lawyer of his times on the civil side. Her grand-father Late Shri Som Dutt Bahri also practiced Law on the civil side and was also Member Legislative Assembly, Punjab, from 1952 to 1957. Her father Hon'ble Mr. Justice Amrit Lal Bahri retired as Judge of Punjab & Haryana High Court in the year 1994. Her Lordship did her schooling from Carmel Convent School, Chandigarh, and graduation in Economics (Hons.) from Government College for Women, Chandigarh in the year 1982 in Ist Division. Thereafter, she did her Law from Punjab University, Chandigarh, in the year 1985 in Ist Divison. She was enrolled as an Advocate in the year 1986 with Bar Council of Punjab & Haryana and started practice in Punjab & Haryana High Court. She was appointed as Assistant Advocate General, Haryana, in March 1992. Thereafter, she was appointed as Deputy Advocate General, Haryana, in August 1999 and Senior Advocate General, Haryana, in December 2009. While reprsenting the State of Haryana, she handled several cases relating to Service matters, land Acquisition, Taxation, Revenue, Labour cases and MACT cases. She was elevated as Judge of the Punjab & Haryana High Court on August 16, 2010

Hon'ble Mr. Justice Jaswant Singh

Born on February 23, 1961, at Rohtak. Had his schooling in Oak Grove School, Jharipani, Mussoorie / Model School, Rohtak. After graduating in Arts in 1980, His Lordship took the degrees of Law and Master of Business Administration from Maharishi Dayanand University, Rohtak. His Lordship was enrolled as an Advocate in 1986 and started practice at District Courts, Sirsa. In April 1988, His Lordship moved to Chandigarh and started his legal practice in Punjab & Haryana High Court. Since March 1991 till his elevation held the posts of Assistant Advocate General, Deputy Advocate General, Senior Deputy Advocate General and Additional Advocate General, in the office of Advocate General, Haryana. Represented the State on the Civil Side by dealing with cases mainly relating to Service and Constitutional Law. Became President of the Chandigarh Lawyers Sports Association. Elevated as Judge of Punjab and Haryana High Court on December 5, 2007.

Hon'ble Mr. Justice Mahesh Grover

Mr. Mahesh Grover was born on June 4, 1957. He belongs to a second generation of lawyers. His father late Sh. Laxmi Grover was a practicing lawyer in the Punjab and Haryana High Court. He was also the President of the Bar Association of the High Court in the year 1982-83. Earlier, he had remained a Secretary and the Vice President of this Association as well. The family hails from Faridabad District where they own agricultural land near Palwal (Distt. Faridabad, Haryana).

Mr. Mahesh Grover had his initial schooling in St.John's High School at Chandigarh and did his matriculation from Senior Model School in Sector-16, Chandigarh. He graduated with Honours in Economics from DAV College, Chandigarh and joined Law in Punjab University. During his years in school and college, he was actively involved in Debates, Declamations, Dramatics, NCC, Rotary activity and Blood Donation Camps and won prizes and acclaim in all these activities. Mr. Mahesh Grover was enrolled as an Advocate in the year 1981 after obtaining degree in Law in the year 1980 from Panjab University. He remained Secretary of the Bar Association of the Punjab and Haryana High Court in the year 1987-88. He also remained Assistant Advocate General, Haryana in the year 1987 and Additional Advocate General, Haryana in the year 1998. As a lawyer, he practiced both on civil and criminal side with emphasis on Industrial and Corporate law. On 22.3.2006, he was elevated as Judge of the Punjab and Haryana High Court.

Hon'ble Mr. Justice Manmohan Singh Liberhan

Justice Manmohan Singh Liberhan was born on 11th November, 1938. He started his practice at the Punjab and Haryana High Court in 1964. Justice Liberhan was elected as member, Punjab and Haryana Bar Council in August 1970 and continued as such till 11th February, 1987.Justice Liberhan also remained as Secretary of the Bar Council from 4th January, 1976 till 11th June, 1983. He was appointed Additional Advocate General, Haryana before he became Advocate General, Haryana on 14th of August 1986 and continued as such upto 11th February, 1987. He was elevated as a Judge of the Punjab and Haryana High Court on 11th February, 1987. He was appointed as the Chief Justice of Madras High Court on 7th July, 1997 and on 28th February 1998, he was appointed as the Chief Justice of Andhra Pradesh High Court. On 16th December, 1992 Justice Liberhan was appointed as a one man Enquiry Commission on the Babri Masjid demolition incident.

Hon'ble Mr. Justice Jagan Nath Kaushal

Justice Jagan Nath Kaushal completed his LLB from Law College, Lahore and started practice at the District Courts, Patiala in the year 1936. In 1952, he was a Rajya Sabha member in the first Parliament of India and was re-elected in 1958.He was appointed as Advocate General of Punjab in 1964 and thereafter was elevated as a Judge of the Punjab High Court in 1966 from where he resigned in 1967 and resumed his practice. He was re-appointed as Advocate General, Haryana from 6th of February 1970 till 14th June, 1976. Later, he served as Governor of Bihar from 1976 to 1979. He was also elected as a Member of the Lok Sabha in 1980 from Chandigarh and was inducted as a Union Minister of Law, Justice and Company Affairs in the year 1982 to 1985. Indeed, Sh. Kaushal has had a long and illustrious career, both in the fields of Law and Politics. He was designated as Senior Advocate by the Hon’ble Supreme Court in 1954.

Hon'ble Mr. Justice Devi Singh Tewatia

Justice Tewatia was called to the Bar from Lincoln’s Inn. He joined the Bar at Gurgaon District Courts in the year 1955 and in 1957, he shifted his practice at the High Court of Punjab. He was elected Secretary of High Court Bar Association in 1965-66.He was appointed as Advocate General, Haryana on 2nd May 1969 and continued as such upto 5th February, 1970. Justice Tewatia was elevated to the Bench of the Hon’ble High Court in February, 1970. Later on, he was appointed as Chief Justice of the Calcutta High Court from where he resigned in 1989. After his resignation, he has resumed his legal practice at the Hon’ble Supreme Court of India.

Sh. Chetan Dass Dewan

Sh. Chetan Dass Dewan was born in the year 1911 at Bahawalpur in Pakistan. He shifted to Patiala after partition and practiced as an Advocate at the Pepsu High Court. Thereafter, Sh. Dewan rose to the Office of Advocate General of Pepsu State and after the merger of Pepsu State in the State of Punjab, Sh. Dewan shifted his practice to Chandigarh. With his rich experience and legal acumen, Sh. Chetan Dass Dewan served as the second Advocate General of Haryana from 3rd March, 1969 to 2nd May, 1969 and yet once again from 16th June, 1976 to 12th June, 1977.
