Biography
Born on 15th February 1911, in the native town of Rohtak, Sh. Anand Swaroop joined the Bar in 1933 at Rohtak in Pre-Independence Era. He surrendered his license with the Bar Council in 1935 to join the freedom struggle after Mahatma Gandhi gave a call to boycott the British Courts. Post-Independence, he moved to Chandigarh and started practicing in the High Court of Punjab and Haryana in the year 1955. He was, the youngest amongst few, to be designated as a Senior Advocate in the year 1963. He was elected as Chairman of the Punjab Bar Council, as it then was, ( now the Bar Council of Punjab & Haryana) from 25.07.1964 to 23.07.1966. Sh. Anand Swaroop also had the Honour of being the First Advocate General of the newly carved out State of Haryana w.e.f. 2nd November 1966 till 2nd March 1969. He was also a leader of the Bar and also remained the President of the Punjab and Haryana High Court Bar Association in the year 1971-72. He was conferred the "Tamra Patra" by the then Prime Minister of India, Smt. Indira Gandhi, on 15th August 1972 for his contribution to the freedom struggle, during which he had also been imprisoned in the Multan Jail. In the year 1984, during 'Operation Blue Star', no one was willing to prosecute cases before the Special Court, against the accused. Sh. Anand Swaroop, in his own words, 'answered the call of the nation' again (earlier being the Freedom Struggle). He prosecuted cases against the accused as 'Special Public Prosecutor' appointed by the Home Ministry, Government of India. He was also honored by the Punjab and Haryana High Court Bar Association on 25.02.1996, when Hon'ble Dr. Mr. Justice A.S.Anand, the then Hon'ble Judge of the Supreme Court of India, presented him a Plaque of Honour on behalf of the Bar for his Outstanding role and valuable contribution in the field of law for the last 50 years. He was an acknowledged expert in the field of Constitutional Law and Election Law. He conducted many complex legal cases and was known for his uprightness.
