Biography
Sh. Hooda joined the Bar in 1968. He was elected four consecutive times as a Member of the Bar Council, Punjab & Haryana during the span of Ist December 1975 to 30th May 1996. Sans opposition, Sh. Hooda was elected as the Chairman of the Bar Council of Punjab and Haryana spanning from July 1988 to December 1990. He has been elected thrice as the President of the Punjab and Haryana High Court Bar Association in 1993-94, 1994-95, and 2000-01. Sh. Hooda is an eminent lawyer in the fields of Civil, Criminal, Constitutional and Local laws with special emphasis on the law of Election. He served as Assistant Advocate General, Haryana in the years 1975 to 1977, and also as Additional Advocate General from June 1986 to February 1987. On the 9th of March, 1987, he was designated as a Senior Advocate. He was appointed as Advocate General Haryana for the first time on 11th February 1987 and continued as such till 20th June 1987. For the second time, Sh. Hooda held the office of Advocate General, Haryana, from the 13th of May, 1996 to the 23rd of July, 1999. The Bar Council of India appointed Sh. H.S. Hooda as Chairman of the Special Committee of the Bar Council of Punjab and Haryana from 27th November 1996 to 30th May 1997. For the third time, Sh. H.S Hooda held the Office of Advocate General, Haryana from 7th of March, 2005 till 9th November 2014. He received Rupee 1 (Rupee one only) as retainers per month from 17/5/2005 till 9/11/2014. During his distinguished career, Sh. Hooda has handled the number of high-profile cases, many of which have been reported in various Law Journals.
